The plan calls for crews to bore the 18-foot diameter tunnel about 250 feet underground between a sewage treatment plant on the city’s far south side to a location near the White River near downtown. The work is expected to take five years and be followed by four shorter tunnels that will contain water from the city’s combined storm and sanitary sewers after storms until it can be treated.

The 1.2-acre urban farm is being created through the reclamation of contaminated land on the west side of the mayor-sponsored charter school. The school serves 320 students from kindergarten through eighth grade in a century-old building once occupied by the National Automobile Factory.

“I am completely convinced of it (having a 33-car field), unless something unusual happens,” Belskus said after Thursday’s photo op.

The development prompted the city’s police chief, Paul Ciesielski, to step down Tuesday, and left Public Safety Director Frank Straub facing a possible no-confidence vote from a city-county committee Wednesday night. It also brought back claims of a cover-up that first surfaced shortly after the crash, when prosecutors announced a blood test showed Officer David Bisard had a blood-alcohol level of 0.19 more than two hours after the accident.

A source told ESPN that Luck was in Indianapolis on Tuesday and was scheduled to meet later in the day with the Washington Redskins, who have the No. 2 overall pick and are expected to select Baylor quarterback Robert Griffin.

They say all visitors to the airport can traverse a quarter-mile path around the ticketing hall. Travelers who’ve passed through security checkpoints can walk half-mile laps around each concourse or a 1.1-mile lap around both concourses.

While drivers have liked how the new cars have performed on street and road courses, there is uncertainty about how they will perform on ovals. Indy will be the first race of the year held on an oval track.

Teams will be limited to one car each for the April 4 test, which will be used to try out the aero configuration that will be used for the Indianapolis and Fontana races.

The new cars made their debut at last weekend’s season-opener in St. Petersburg, a race won by three-time Indy 500 champion Helio Castroneves. While drivers have liked the results on street and road courses, there have been questions about how they will perform on ovals.

The new proposal would be tougher than the statewide ban approved by legislators this month and extend the city’s 2005 smoking ordinance to cover bowling alleys and hotel rooms.

Republican Mayor Greg Ballard in January vetoed a tougher city ordinance approved by the Democratic-controlled council, disagreeing with its ban on allowing children at private clubs and veterans halls that allow smoking.

The state ban, signed into law this week, exempts bars but lets private clubs allow smoking only in separate rooms or well-ventilated areas that are off-limits to children.

“You could say we’re trying to finish the job the state didn’t do by bringing in the bars and taverns, and leaving the fight over the private clubs for another day,” Democratic Councilman John Barth said.

Sponsors of the expanded ban planned to formally introduce their proposal Monday, with a vote by the full council possible in April.

Ballard spokesman Marc Lotter said the mayor’s office was reviewing the plan.

“It definitely sounds on the surface of it, without having seen the language, like something that is closer to the mayor’s position and very similar to the discussions we had in December and January,” Lotter said.
