			<content:encoded><![CDATA[<p>The Indianapolis Star and other community newspapers owned by Gannett will begin charging for online content by the end of the year. Gannett told investors Wednesday that it will limit access to its content for those who don&#8217;t subscribe and that it expects the move to paid content will generate an additional $100 million in earnings beginning in 2013.</p>
<p>The company plans to charge for all of its digital content. USA Today, Gannett&#8217;s nationally distributed newspaper, is not part of the pay-to-view plan.</p>

Health officials say the cases, traced to a Super Bowl event, illustrate just how vulnerable the public is to exposure from sources at home and abroad.</p>
<p>The 13 cases confirmed this month by state health officials have been confined to two counties, Boone and Hamilton. But all cases are linked to two infected people who visited the Super Bowl Village together on Feb. 3, prompting Indiana officials to reach out to health departments in New York and Massachusetts — home of the participating New England Patriots and New York Giants — for fear that the outbreak could spread across state lines.</p>

<p>Measles cases, considered a highly contagious disease, must be reported to the federal Centers for Disease Control and Prevention. It takes 10 to 12 days from exposure to the virus before exhibiting the first symptoms, usually a fever. The measles rash usually doesn&#8217;t appear until about two weeks after exposure, two to three days after the fever.</p>

<p>It was to Kravitz last week that Manning said, in referring to the Colts practice complex: &#8220;I&#8217;m not in a very good place for healing, let&#8217;s say that. It&#8217;s not a real good environment down there right now, to say the least. Everybody&#8217;s walking around on eggshells. I don&#8217;t recognize our building right now. There&#8217;s such complete and total change.&#8221;</p>
<p>Kravitz believes Manning&#8217;s 14-year run in Indianapolis is at an end, and that the city is slowly coming to grips with that.</p>
<p>&#8220;I think we’re going through the five stages of grief here just as we did when we heard Peyton was going to be out for the season,&#8221; he said. &#8220;For the longest time, people were in total denial. Now there’s some anger, people saying the media’s trying to run Peyton Manning out of town, and we’re slowly moving into acceptance.</p>
<p>&#8220;Financially, bringing back Peyton Manning doesn’t make any sense. Competitively, it doesn’t make any sense. The Peyton Manning era is done in Indy, and the only thing you root for is, is he going to be healthy enough to play somewhere else? Although there are going to be a lot of people who’d much rather see him retire than go somewhere else.&#8221;</p>

The center, at the old Eastgate Consumer Mall on Shadeland Avenue near Washington Street, dwarfs the old 1,100-square-foot Marion County Emergency Operations Center at 47 N. State Ave.</p>
